Yes, all changes should be validated...and the vote system is a good one, as you don't want to be flooded with changes either, you should be able to set the vote threshold before a change put into the validation queue.
I was even thinking that major category deletions by editors should require validation! Like a trigger goes off if an action causes more than say 100 links to be removed, and forces the action (delete in this case) to require validation.
