Single digit date problem

Single digit date problem
I've installed JPD's Universal Date Translator and am really impressed with the flexibility designed into it. But then I hit one of those "it can't be happening to just me" sort of problems.
If both the month and the day are single digits, I get what I guess would be called the European translation.
For example: 2/7/2002 becomes 02-Jul-2002.
If either the month or day are double digits, OR, either the month or day is padded with a 0, I get a correct translation to the american_dates format I desire.
For example: 02/7/2002 becomes 07-Feb-2002
Yes, american_dates = 1. Yes, I could live with it, but it does seem like a simple thing to correct. However, after many hours of thought and struggle, I've decided to ask for HELP!
